TITLE: POLICE CHIEF
DEPARTMENT: NFTA POLICE
UNION: NON-REPRESENTED
WORK OBJECTIVE
Performs complex professional and difficult administrative work; planning and directing the activities of the Authority’s Police Department in the enforcement of laws and ordinances, the prevention of crime, and the protection of life and property, which will promote public safety and the general public welfare.
ESSENTIAL FUNCTIONS
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position.
· Responsible for the comprehensive planning, direction, and control of police operations and procedures for the Authority, enforcing laws and ordinances of the Authority and the Rules and Regulations of the Authority with firmness, tact, and impartiality.
· Plans, directs, and supervises the work of the entire Authority’s Police Department.
· Formulates and enforces police department rules, regulations, work methods, and procedures.
· Approves all personnel assignments within the police department.
· Reviews activities and reports of police officers.
· Ascertains that recruits and officers receive adequate training in police methods and procedures.
· Directs the preparation and maintenance of police records and files.
· Directs the investigation of major criminal offenses.
· Cooperates with Federal, State, and other local law enforcement agencies in the apprehension of wanted persons.
· Prepares budget and approves expenditures of department funds.
· Attends conferences and courses available to ensure adequate working knowledge of newly developed methods, equipment, and philosophy of police work.
· Meets/answers questions from the news media; prepares and delivers public presentations to various groups; plans and conducts seminars on law enforcement and related subjects to the general public.
· Enforces disciplinary measures when necessary.
KNOWLEDGE, SKILLS, and ABILIIES
Comprehensive knowledge of methods of crime detection and criminal identification. Comprehensive knowledge of the types and uses of firearms, communication, and automotive equipment used in modern police work. Comprehensive knowledge of the functions and authority of Federal, State, and local jurisdictions as they relate to police work. Knowledge of all phases of police work, methods, laws, and ordinances. Ability to use and be proficient in the use of firearms. Ability to plan, direct, and command the respect and support of a large number of subordinates performing varied operations connected with police activities. Ability to prepare activity reports, work programs, budget estimates, and other regular and special reports. Ability to express oneself clearly and concisely, orally and in writing, and to prepare and present public presentations. Ability to observe situations objectively and analytically, making administrative police and procedural decisions on the basis of prescribed guidelines. Ability to make decisions independently and
in cooperation with established authority. Ability to establish and maintain cooperative and effective working relationships with associates, appointed and elected officials and with the general public.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in public administration, Criminal Justice, Law Enforcement, Political Science, Business Administration, or related field. Ten (10) years progressively responsible law enforcement experience; or an equivalent combination of education, training, and experience. State of New York Criminal Justice Standards and Training Basic Recruit Certificate is required.
PHYSICAL REQUIREMENTS
Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of reaching or bending, and that may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
ENVIRONMENTAL REQUIREMENTS
Some tasks are performed with potential for intermittent exposure to disagreeable elements including, but not limited to, heat, humidity, inclement weather, loud noise, and weapons. Tasks include working around moving parts, vehicles, equipment, carts, and materials handling, where heightened awareness to surroundings and environment is essential in the preservation of life and property. Standard body gear and equipment applies in the preservation of life and property, as does safety equipment based on the nature of the work.
